Conciliation
These services are provided to employers and unions in an attempt to assist the parties to reach a collective agreement and avoid a work stoppage.

Preventive Mediation Program (PMP)
A seven component Program that assists employers and employees, with the aid of a mediator, to work together to improve communications, increase cooperation and resolve workplace issues through joint problem-solving. The PMP encourages a shift to a more positive labour relations environment and promotes responsible collective bargaining in the Province.

Interest-Based Negotiation (IBN)
A rational approach to problem-solving. The IBN process represents a shift from the traditional, adversarial approach to dealing with issues and helps management and labour reduce conflict that occurs during negotiations and during the life of the collective agreement. Instead of presenting positions, the parties jointly decide which issues need to be addressed and then discuss their interests on each issue.

Appointment of Arbitrators
The Labour Relations Division handles the administrative function of appointing sole arbitrators or nominees to arbitration boards on the request of the parties when they cannot agree to an appointment themselves. Arbitrators are chosen from an established Panel of Arbitrators.
